Kazakhstan is the largest country in Central Asia, with the 9th largest area in the world, which has a traditional friendship with Vietnam. Many high-level delegations of Vietnamese officials have visited Kazakhstan such as the delegation led by Vice State President Vo Thi Anh Xuan (October 2022) and the delegation led by Vice Chairman of the National Assembly Nguyen Khac Dinh (9/2023). The official visit of Kazakh President KJ Tokayev to Vietnam in August 2023 with a series of official cooprration documents signed opens opportunities for multifaceted development between the two countries, including the field of culture and education.
Developing educational cooperation with Kazakh partners, from November 24th to 26th, 2023, the delegation of Hanoi Law University led by Assoc.Prof. Dr. Vu Thi Lan Anh, Vice Rector visits and works with L.N. Gumilyov Eurasian National University (ENU).
ENU is Kazakhstan's leading university founded in 1996 with 13 faculties, including the Faculty of Law. ENU has 248 training programs with 28.000 students, including 65 joint training programs with 1500 international students and 31 research institutions. The university has partnerships with over 460 universities around the world. It is currently ranked 277th in the Quacquarelli Symonds (QS) ranking of universities around the world.
The delegation of Hanoi Law University (HLU) was welcomed by Prof. Zhanna Dulatovna Kurmangaliyeva, Member of the ENU Council, Vice Rector of the University. Also welcoming the delegation were Mr. Kossybayev Mias, Head of International Cooperation Department; Mr. Smatlayev Bauyrzhan, Dean of the Faculty of Law; Mrs. Sembekova Bakhitkul, Head of International Law Department; Mrs. Tlepina Sholpan, Head of Criminal Law Department and Mrs. Anastassiya Karmeliuk, a member of International Cooperation Department. The representative of the Embassy of Vietnam - Mr. Nguyen Phan Hai, Counsellor of the Embassy and Associate Professor Do Duc Ton, Nazarbayev University (Kazakhstan) also joined the meeting. The two sides had an active and effective roundatble working session.
At the meeting, Prof. Zhanna Dulatovna Kurmangaliyeva, Vice Rector of ENU shared information about the functions, tasks and needs of developing educational and research cooperation of the University with partners in Asia, especially with Vietnamese partners. Promoting cooperation on education with Vietnam is one of the areas that has been of interests of the Government and Ministry of Education of Kazakhstan. It is emphasized that the two sides have many opportunities and possibilities to cooperate regarding student and staff exchange, co-research, co-organizing international seminars/conferences, and co-authoring international publications.
Sharing the ideas of developing partnership with EUN, on behalf of the delegation, Assoc.Prof. Dr. Vu Thi Lan Anh briefly introduced HLU and offered a range of specific proposals to promote and strengthen the cooperation between HLU and ENU, especially the ENU Faculty of Law. The two sides have agreed that ENU is ready to provide HLU students with some scholarships of 100% fee waiver and free accommodation at the University's dormitory for one semster student exchange programs at ENU and that the two sides soon promote joint research activities, co-organising international seminars on issues of mutual interests including regional security issues and publising research works of faculty members in each other's journals, and conduct necessary procedures towards signing a cooperation agreement.
The delegation also took a campus tour at ENU to visit the libraries and the museum of ENU to better understand the University history as well as opportunities for international students to study and exchange cultures in English.
On 26/10/2023, the delegation of Hanoi Law University paid a visit and worked at the Embassy of Vietnam in Kazakhstan. Receiving the delegation, Ambassador Pham Thai Nhu Mai shared about support policies on education, especially scholarships programs for students of the two countries. The Ambassador also hoped that Hanoi Law University would be a bridge to promote Kazakhstan-Vietnam partnership among students and lecturers to realize the opportunities and potentials for cooperation of the two countries.
On behalf of the delegation, Assoc. Prof. Dr. Vu Thi Lan Anh thanked the Ambassador for connecting the University with ENU, reporting to the Ambassador on the working results, roundtable discussions at ENU and the plan of HLU to develop partnership with ENU and other Kazakhstan higher education institutions. It is believed that the similarities in many aspects between the two countries and the Kazakhstan-Vietnam friendship are favourable conditions for delevoping the partnership between HLU and Kazakhstan higher education institutions through which HLU actively introduces the Vietnamese legal system to lecturers and students at universities in Kazakhstan. Hanoi Law University wishes the Embassy of Vietnam in Kazakhstan to continue the support for the cooperation between HLU and Kazakhstan partners.
